Every state follows pretty much the same requirements for getting are placement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Washington are issued by the Washington Division of Motor Vehicles.

The certificate of title normally specifies:

1. Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
2. Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
3. The name and address of the purchaser or "registered owner" who would normally possess and use it.
4. If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.

When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Washington Department of State Licensing.

Title Issuing State: Yes Titles first issued beginning in 1933. All types of vehicles driven or moved upon the highways in the state or Washington must be titled, except U.S. Government vehicles and farm implements. Also titled are off road vehicles (ATVs), mopeds, mobile homes, campers, and boats.

Title Application: Title applications are submitted to the Department of Licensing, County Auditors (Agents), or sub-agents, either in person or through th mail. Information on the Washington title application may be hand-written.

Title Fee: Standard fee is $9.00 for duplicate and reissue titles, $9.00 for original and transfer titles, and $10.00 for transfer titles. Title fee is comprised of a $5.00 application fee and $4.00 filing fee. Original and transfer title transactions include a $6.50 trauma care fee. Sub-agents collect an additional fee of $10.00.
