Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Rhode Island are issued by the Rhode Island Division of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
Whena vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the New Hampshire DMV.

Title Issuing State: Yes RI started issuing titles in 1972 for all model vehicles designated as 1973 models and all subsequent year model vehicles. In 1987 it was passed that no vehicles shall be required to be titled once the vehicles is 10 years old, all 10 year and newer models must be titled in order to be registered. Abstract of Memorandum (Non-Negotiable): Yes - If an out-of-state title is in the possession of a lien holder. Regular title is stamped "Non Reg - Not Valid for Use of Sale of Vehicles". RI currently issues non-transferable registration (no title to be issued) for leased vehicles transferring from out of state. Lien holder must supply a "copy" of state title.

Motorcycles: Title procedures are the same as for any vehicle. Motor Scooters are also titled.
Mopeds: if they have pedals they are not titled.
Boats: Larger than 14 feet are titled and registered.
Mobile Homes/ RVs: Camper without motor power comes under the trailers law. If carrying capacity is over 3,000 pounds then title processed must be followed, if under 3.000 pounds then title is optional.
Helmet Requirement: Only for passengers
Safety Belts: Yes - Any person who is an operator of a motor vehicle shall be properly wearing a safety belt and or shoulder harness system while the vehicle is in operation on any of the roadways, streets, or highways. Any operator of a motor vehicles, transporting a person in the front or back seat shall ensure that the person be properly wearing a safety belt and or shoulder harness.
Safety Inspections: Yes restrictions apply
Child Restraints Required: Yes - Any person transporting a child under the age of 4 years old must ensure that the child is properly restrained in a child restrain system.
