Every Oregon follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Oregon are issued by the Oregon Department of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Oregon DMV.

Title Issuing State: Yes -Oregon started issuing titles in 1925. All types of vehicles driven or moved upon the highways must be titled except trailers with a loaded weight of 1,800 pounds or less, two dollies, converted gears, implements of husbandry, well-drilling machines, ATVs, and fire fighting apparatus.

Motorcycles: Oregon follows the same procedures and fees as mopeds, but issues a different type of plate.
Mopeds: Mopeds in OR are required to be titled and registered if used on public ways. Title fee is $55.000 and registration fee is $30.00 for a 2-year period on a staggered basis. Mopeds are subject to odometer, insurance, and domicile requirements.
Boats: Oregon requires all boats to be titled by the Oregon State Marine Board.
Mobile Homes/ RVs: Campers, travel trailers and motor homes owned by Oregon state residents must be titled to be registered. Registration is required to operate on the public highways. Recreation vehicles over 45 feet in length may not be registered. Title fee for campers and travel trailers is $55.00 and title fee for motor homes, regardless of GVWR is $55.00.
