Every state follows pretty much the same requirements for getting are placement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Missouri are issued by the Missouri Department of Revenue's Division of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Missouri DMV.

Some states issue titles, some don't! What?!Well, according to the manufacture year you may need a Registration instead. Note: Vehicles owned by the government may be treated differently.
Title Issuing State: Yes - Missouri started issuing titles in 1903 and issues for all motorcycles, ATVs, and motor vehicles. When used upon the sate highways they must be registered. Exceptions are mopeds, snowmobiles, motor vehicles used as ambulances, patrol wagons and fire apparatus owned by any municipality in the state of MO.
Title Application: Applications may be handwritten and will be accepted at the central office or any contract office located throughout MO and by mail.
Title Fee: $8.50
Duplicate Title Fee: $8.50 and the last titled owner or record applies. Application must be notarized and indicate why a duplicate is needed. Duplicate will be printed on the front of the title.
Title Only Issued: Yes - Will issue a title without registration and will issue a title when there is a lien to be recorded or the clearing of a lien and for the repossessed vehicle in MO.
Abstract of Memorandum (Non-Negotiable): will be processed solely to allow the application to obtain a Missouri license plate. see state for more information.

Title Brands: Yes - Brands will appear in the upper right half of the title and is forwarded onto future titles. Prior Salvage, ABV Salvage, Motor Change, Non-USA STD, Reconstructed, Specially Constructed, Bonded. State brands from other states will be forwarded onto titles.
Motorcycles: Requirements for titling in MO are the same as for other motor vehicles.
Boats: All motorized watercraft, regardless of description, and any vessels 12 feet and more must be titled and registered. See state for more information.
Snowmobiles: Not required to be titled in Missouri.
ATVs: Cannot own an all-terrain vehicle without a certificate of Ownership. See state.
Helmet Requirement: Missouri requires helmets.
Safety Belts: Yes - driver and front seat passengers of a passenger car manufactured after June 30, 1964 and operated on the street or highway in MO must wear a properly adjusted and fasten safety belt and trucks licensed for 6,000 pounds.
