Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Minnesota are issued by the Minnesota Department of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Minnesota DMV.

Some states issue titles, some don't! What?!Well, according to the manufacture year you may need a Registration instead. Note: Vehicles owned by the government may be treated differently.
Title Issuing State: Yes - Certificate of Title law become effective in 1972. Exceptions to the title requirements are: vehicles owned by the US; used by a manufacturer solely for testing; one moved solely by animal power, engaged in interstate transportation or persons or property which is currently titled in another state; implements of husbandry; special mobile equipment; self-propelled wheel chair or invalid tricycle; trailer having a gross weight of 4,000 pounds or less, or a trailer designed primarily for agricultural purposes except recreational equipment or a mobile home. All others must be titled, see state for more details.
Title Application: MN accepts titles submitted tot he Central Office or Deputy Registrar Offices. Hand-written and mailed applications are accepted.

Duplicate Title Fee: $7.25
Title Only Issued: Only for manufactured homes. Licensed dealers may apply for title only and pay a minimum of one month tax.
Abstract of Memorandum (Non-Negotiable): None issued in Minnesota.

Title Brands: Yes - Will appear in red stamped on the front below the security interest area and on the back at the top of the Title. Band is carried forward onto subsequent titles. Salvage Title, Flood Damaged, Reconstructed, Rebuilt, Prior Salvage, Secured by Surety Bond for Three Years from Date of File, Assembled (motorcycles only). Title brands from other states are carried forward onto subsequent titles unless the vehicle is over 6 years old.
Motorcycles: The registration process is the same in MN as for new, used, and foreign state passenger cars. on motorcycle's first registration and all transfers, the engine number is required in addition to the frame numbers. The frame numbers is recorded on the Title as the VIN.
Mopeds: Minnesota requires them to be titled and registered with a MCO or Title and Odometer Statement. Motorized bicycle must meet ALL three (3) conditions to qualify for a moped license; Engine displacement of 50ccs or less; Max. of 2 brake horsepower; and max. speed of 30 miles per hour.

Snowmobiles: MN does not title.
ATVs: Not titled in Minnesota
Helmet Requirement: Yes - for anyone with a permit or 18 years old or less.
Safety Belts: Yes - The driver of a passenger car must wear a safety belt along with the passengers of the front seat and passengers under age of 11 riding in any seat of the vehicle.
Safety Inspections: MN has a "spot" inspection program in effect.
Child Restraints Required: Yes - Children under age 4 must be secured with a federally approved child restraint system. See NHTSA guidelines.
