Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Michigan are issued by the Michigan Division of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Michigan DMV.

Some states issue titles, some don't! What?!Well, according to the manufacture year you may need a Registration instead. Note: Vehicles owned by the government may be treated differently.
Title Issuing State: Yes - Michigan started issuing titles in 1919. All motor vehicles, motorcycles, ATVs and ORVs (1991), trailer coaches, pickup campers (1991), and mobile homes (1978) are titled. Trailers weighing less than 2,500 pounds are not tilted.
Title Application: Any Department of State Branch office will accept applications. There are 154 branch offices. Handwritten applications and mailed applications are accepted in MI.

Title Only Issued: Yes
Abstract of Memorandum (Non-Negotiable): No title document issued. Registration only is issued if the Title is held in another state by a lien holder or lessor.

Title Brands: Yes - will be branded (except a Duplicate Title) and is orange. Regular Titles are green, Scrap Titles are red. Titles brands from other states which Michigan uses are forward onto subsequent Titles: Salvage, Scrap, Rebuilt, and Flood. Motorcycles: MI titles all street motorcycles with a standard vehicle Title. Title fee is $15.00. Registration required for road use. ORVs and off-road motorcycles are not registered for road use unless upgraded.
Mopeds: Not titled in MI.
Boats: Since 1997 all watercraft 20 feet and longer and all watercraft with a permanently affixed engine, regardless or length, must be titled. Title fee is $5.00. Owner may titled other watercraft at their request. Use permits are not needed, only registration. See state for more information.
Snowmobiles: Not Titled.
ATVs: all ATVs, including off-road motorcycles are titled since 1991 with green ORV titles. ORV titles contain the legend "ORV - not to be registered for Highway Use."
Helmet Requirement: Yes - on motorcycles; Required on Mopeds if under 19 years old.
Safety Belts: Yes - each driver and all front seat passengers must wear a safety belt.
Safety Inspections: MI does not have a safety inspection law, however, a vehicle inspection is a prerequisite for titling an assembled, reconstructed, or previously incomplete vehicle.
Child Restraints Required: Yes - Children less then 4 years old must be projected as required. Children must be secured in a child restraint system as follows: Children under 4 years old must be in an approved child safety seat when they are seated in a vehicle. Children age 4 through 15 must be secured by a safety belt when they are seated in a vehicle. See NHTSA guidelines.
