Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Massachusetts are issued by the Massachusetts Registry of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Massachusetts RMV.

Title Issuing State: Yes - Motor Vehicle Title law became effective 9/1/1972 in Massachusetts. Vehicles purchased after 1972 are required to apply for a title except for trailers having gross weight of 3,000 pounds or less, vehicles designed and adapted primarily for agricultural uses. Titles are not required for off road vehicles, junked vehicles, mobiles homes, mopeds, snowmobiles, and ATVs.
Title Application: Applications are submitted to any RMV branch office or through the mail. Appropriate application must be submitted. May be handwritten in blue or black ink and clearly printed.
Title Fee: Original title $50.00 and sales tax, reconstructed or owner retained title $50.00 adding lien holder, corrections, salvage titles $25.00.
