Every state follows pretty much the same requirements for getting are placement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Maryland are issued by the Maryland Motor Vehicle Administration.

The certificate of title normally specifies:

1. Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
2. Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
3. The name and address of the purchaser or "registered owner" who would normally possess and use it.
4. If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.

When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Maryland DMV.

Some states issue titles, some don't! What?! Well, according to the manufacture year you may need a Registration instead. Note: Vehicles owned by the government may be treated differently.

Title Issuing State: Yes all motor vehicles and trailers used upon the highways are required to be titled, except implements of husbandry and special mobile equipment. Mopeds and snowmobiles are not titled. Effective 1/1/97, boat and utility trailers with a 2,500 GVWR or less hae the option to apply for registration only and not title.

Title Application: accepted at all full service branches.

Title Fee: New vehicles that have not been previously registered in any jurisdiction will be $23.00 Used passenger vehicles $23.00 for more information contact the state of Maryland.

Duplicate Title: $20.00 fee in MD.

Title Only Issued: Yes – whenever an application is desirous of further conveyance of ownership or to purchase a license tag at a later date.

Boats: The Department of Natural Resources titles boats. The fee is $2.00 plus 5% excise tax

Motorcycles: Maryland motorcycles are titled and registered.

Mopeds: Are not titled in MD

Safety Inspections: New vehicles with 7,500 miles or more and all used vehicles must be inspected at an approved station.

Helmets Required: Yes

Safety Belts: Yes – a person may not operate a motor vehicle unless the person and each occupant under 16 years of age must be restrained by a seat belt.

Child Restraints Required: Yes –Any child under 3 years of age must be in a federally approved safety seat. Children 3 to 4 years old must be in an approved safety seat or seat belt. See NHTA guidelines.
