Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Louisiana are issued by the Louisiana Office of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Louisiana OMV.

Abstract of Memorandum (Non-Negotiable): Kentucky does not issue Abstract of Memorandum.

Title Only Issued: Yes - Issued to mobile homes when the applicant purchases it form a registered dealer or the mobile home is not begin moved. Also to vehicles when the owner furnishes an Affidavit that the vehicles is not to be used on the highway or if the vehicle is to be apportioned.
