Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Iowa are issued by the Iowa Motor Vehicle Division.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Iowa VMD.

Title Only Issued: No – unless under certain circumstances with licensed dealers.

Boats: Boats are titled starting 1/1/88 and is limited to all vessels 17 feet and longer (except canoes, kayaks, and inflatable) or lien on boat. Personal watercraft operator is required a mandatory boater education for any person 12-17 who will operate a personal watercraft on Iowa waters.
Motorcycles: Title fee is $10.00 plus a $5.00 surcharge. Registration fee is $20.00 for the 1st through the 5th registration and $10.00 thereafter.
Mopeds: 2 or 3 wheeled vehicle with a max speed of 30 miles per hour. There is a title fee of $10.00 plus a $5.00 surcharge. The registration fee is $7.00 A bicycle safety flag must be displayed on the rear of the moped.
Safety Inspections: Not required in Iowa
Helmets Required: Not required in Iowa
Safety Belts: Yes - the driver and front passenger must wear properly adjusted and fastened safety belts.
Child Restraints Required: Yes –Children under one year of age and weighing less than 20 pounds should be secured in a rear facing restraint system that meets federal safety standards used in accordance with the manufacturers instructions. A child under six must be in a child restrain system, and a child who is at least six but less than 11 years of age must be secured by ether a child restraint system or a safety harness.
