Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Idaho are issued by the Idaho Divsion of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Idaho DMV.

Title Issuing State: Yes – Starting in 1927 titles have been issued in Idaho. Certificates of Title are issued for all motor vehicles that use public highways and all trailers 2,000 pounds and over. Required for, examples; passenger cars, buses, trucks, manufactured homes, travel trailers, tent trailers, and motorcycles. Models after 1/1/91 of Snowmobiles, ATVs, off-road motorcycles all need to be titled. Manufactured homes are titled unless declared “real property.â€
Title Application: Submitted to the county assessor’s motor vehicle office or DMV processing center. Hand-written applications are accepted in Idaho only if legible and are not preferred. The penalty for filing more than 30 days after the date of purchase is $20.00.

Mopeds: Cannot be titled or registered in Idaho is the engine is equal to or less than 50ccs or goes less than 30 mph on level ground, has two modes of propulsion (motor or pedal) and does not require clutching or shifting.
Safety Inspections: Not required in Idaho.
Helmets Required: Yes – Passengers and operators less than 18 years of age on or off road.
