Every Georgia follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Georgia are issued by the Georgia Department of Revenue Motor Vehicles Division.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Georgia DRMVD.

Title Issuing State: Yes – Starting July 1963 GA has been issuing titles for vehicles. Certificate of Title used to 1963 or later model vehicles, including manufactured homes and motorcycles. ATVs, snowmobiles, off-road vehicles, mopeds, boats, boat trailers, or homemade trailers are not titled. Vehicles 1985 models and older are not required to be titled. Manufactured homes are required to be titled as of year model 1963.
Title Application: Applications for Certificate of Title and for Registration of Motor Vehicle must be made separately. Submit title applications to the MVD central office and county tag offices. Owners are required to register their vehicles within 30 days of the date of purchase.
Title Fee: $18.00
Replacement Title Fee: $8.00 If the owner does not receive the mailed Title and if a replacement is applied for within 60 days of the original Title date, there is no charge.
Title Only Issued: Yes – GA issues title only when not required to be registered.
