Every Delaware follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Delaware are issued by the Delaware Division of Motor Vehicles.
The certificate of title normally specifies:
- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.
When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Delaware DMV.

Title Issuing State: Yes – starting in 1921 titles have been issued in Delaware. Every motor vehicle, trailer, semi-trailer, and pole trailer when driven or moved upon a highway must be titled, except for vehicles drive or moved in conformance with the provisions of the law relating to manufacturers, transporters, dealers, or nonresidents, or under a temporary registration permit issued by the department. Requirements are the same as for titling any vehicle when titling; reconstructed vehicles, mopeds, recreational vehicles, motorcycles, mobile homes, and kit vehicles.

Safety Inspection: Yes - In order to register a vehicle, unless waived by the department due to a circumstance such as the vehicle being new, there must be a safety inspection.
Helmet Requirement: Riders are not required to wear a helmet when riding, but must carry a helmet on the motorcycle at all times.
Child Restraints Required: Yes - All children must be properly restrained in a federally approved child safety seat appropriate for the child's age and weight and height up to and through 7 years of age or 65 pounds. Children 8 through 15 are required to be properly secured in a seatbelt. There is a fine for violating this law. All children under 12 years or 65 inches in height are required to sit in the back seat if there are active airbags in the front passenger seating position.
