Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Connecticut are issued by the Connecticut Department of Motor Vehicles.
The certificate of title normally specifies:

- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.

When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Connecticut DMV.

Title Issuing State: Yes – Except vehicles normally granted exemptions, all motor vehicles and motorcycles are titled. Vehicles owned by the state, local or governments, federal owned (unless in Connecticut) are exempt, vehicles owned by manufacturers and dealers and are being held for resale by such are exempt.

Mopeds and Boats: Not titled in Colorado
Snowmobiles, ATVs: also no titled in CO
Safety Inspection: Vehicles that have not been previously registered in CO, except for new vehicles, cannot be registered in CO without a VIN verification. Commercial vehicles over 18,000 pounds GVWR may require a safety inspection. Please contact the state for more information.
Helmet Requirement: Required for those 18 or younger and for those operating a motorcycle in Colorado with a learners permit.
Child Restraints Required: Yes - Until one year old and 20 pounds, infants must remain in a rear facing child safety seat. Children must ride in a proper child restrain until they are over 6 years old and 60 pounds. Children 40 to 60 pounds and less than 4 foot 9 inches tall should be using an appropriate child booster seat to adjust their hight to the adult shoulder straps.
