Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in California are issued by the California Department of Motor Vehicles.

The certificate of title normally specifies:

 

1. Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
2. Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
3. The name and address of the purchaser or "registered owner" who would normally possess and use it.
4. If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.

 

When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the California DMV.

Salvage Vehicle: When a vehicle is a total loss according to insurance, then the DMV must be notified with the proper paperwork. The insurance company will notify the DMV and the owner, if the vehicle is retained, must also file paperwork and page a $17.00 fee.

Kit Vehicles: Specially Constructed Vehicles are required to meet all safety and air pollution requirements for the state of California. Ownership Registration Certificates are issued and regular registration fees are assessed.

Motorcycles: Require regular registration and fees. Title Registration Certificates are issued. The law REQUIRES HELMETS.

Parking Violation Fees: The department collects unpaid parking violation fees that are shown on the registration renewal cards.

Safety Inspection: None required

Helmets Required: Safety helmet are required when riding on a motorcycle, motor driven cycle, or motorized bicycle.

Safety Belt Required: Yes All persons four years of age or over, riding in a passenger vehicle must wear a safety belt.

Child Restraints Required: Yes Children are required to be in an approved child safety seat or restrained with a safety belt depending on age. Children 6 years old or weight at least 60 pounds must be in a child safety seat. Car booster seats must be used in conjunction with seat belts. The back seat is the safest place for children to ride.
