Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Arkansas are issued by the Arkansas Department of Finance and Administration Office of Motor Vehicles.
The certificate of title normally specifies:

- Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
- Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
- The name and address of the purchaser or "registered owner" who would normally possess and use it.
- If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.

When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Arkansas OMV.

Some states issue titles, some don't! What?!Well, according to the manufacture year you may need a Registration instead. Note: Vehicles owned by the government may be treated differently.
Title Issuing State: Yes – Beginning in 1949 titles are issued in AR.Subject to titling are: motor vehicles, trailers, semi-trailers, and pole trailers, when driven or moved upon a highway. Mobile homes are also titled. Exceptions are vehicles that are used for husbandry, whose only purpose is to cross the highway to get to another property, and special mobile equipment and government owned equipment. All off-road vehicles, other than ATVs are exempt.Title Application: Hand-written applications are accepted and a title fee of $5.00 for clear title and %5.50 for encumbered titles. When requesting a duplicate title a fee of $5.00 is charged.
Title Brands: In the remark section, Salvage and Rebuilt will be branded on those that qualify.

Abandoned and Seized Vehicles: requires clearance from the AR Crime Bureau Information Center or local law enforcement and evidence of public notice to the last titled owner and lien holder, if any. Other requirements may apply.
Motorcycles: Titles are issued on motorcycles.Requirements are the same as for any other Title and Registration.Fees are $3.00 for less than 250cc and $7.00 for 250cc and up.
Motor Homes: Are titled and registered through the Motor Vehicle Division. Fees apply.
Snowmobiles: no title issued in Arkansas
ATVs: No safety inspection or proof of insurance is required. Same requirements as for any Title and Registration. Fee is $5.00.
Transfer from Deceased Owner: Joint ownership between husband and wife is considered Tenancy by the Entireties.
Safety Inspection: Repealed effective 1-1-98
Helmet Requirement: Required for all riders under age 21.
Child Restraints Required: Yes - Every driver who transports a child regularly of (6) six years and under, will provide for a properly installed and rated child safety restraint, appropriate for the age and weight of the child. If the child is at least six years old and or at least sixty pounds then a car safety belt will suffice.
