Every state follows pretty much the same requirements for getting a replacement title but the procedures for running the gauntlet are different. A vehicle title (or a car title) is a legal form, establishing a person or business as the legal owner of a vehicle. Vehicle titles in Alabama are issued by the Alabaman Motor Vehicles Division.

The certificate of title normally specifies:

 

  1. Identifying information about the vehicle, normally at minimum its vehicle identification number, make, and year of manufacture.
  2. Technical information about the vehicle to define its taxation regime, such as its gross vehicle weight and motive power.
  3. The name and address of the purchaser or "registered owner" who would normally possess and use it.
  4. If money is owed on the vehicle, the name of the lien holder or "legal owner" to whom this money is owed.

 

When a vehicle is financed, the certificate of title is normally held by the lender, who must release it to the purchaser once the balance is paid off. When a car is sold from one owner to another, the title must be transferred to the new owner. This is achieved by requesting approval by the Pennsylvania MVD.

Below is a summary only for the state of Alabama, please contact your local DMV for specifics if more information is required.

Some states issue titles, some don't! What?! Well, according to the manufacture year you may need a Registration instead. Note: Vehicles owned by the government may be treated differently.

Title Issuing State: Yes - In AL Motor vehicles designated 1975 year models and all models subsequent which are required to be registered in this state and which do not have a Certificate of Title shall make an application to a designated agent for a Certificate of Title, including: Kit cars, reconstructed, abandoned vehicles, RVs, mopeds, and motorcycles.

Title Application: Title applications are submitted to a designated agent and then submitted to the Revenue Department in Montgomery. Applications will be accepted by mail and cannot be hand-written.

Fast Title Service: No – Two to three weeks is the normal processing time.

Title Fee: Yes There is a $15 fee for each of the following:

  • Each application for a Certificate of Title
  • Each application for a replacement or corrected Certificate of Title
  • Each application for a Certificate of Title after transfer
  • Each notice of security
  • Each assignment of lien holder
  • Each application for an ordinary Certificate of Title upon surrender of a distinctive Certificate
  • Each application for information as to the status of the Title of a vehicle
  • Each application for a Salvage Title
  • The designated agents shall the sum of $1.50 to each document processed

Duplicate Title Fee: $15.00

Title Only Issued: Yes – If there is a lien holder, the title will be mailed to them, otherwise, to the owner.

Vehicles Purchased Out-of-State and Brought into Alabama to Trade or Sell: Alabama titles only 1975 and newer models and applicants with older than 1975 need a Bill of Sale to register.

Used Vehicles Non-Title Issuing Jurisdiction: Must be titled by the first Alabama purchaser and the last officially validated Registration, notarized Bill of Sale, and satisfaction of lien statement (if available).

Vehicle sold by U.S. Government: Standard form 97.

Max. Legal Weight: 22,000 pounds per single axle, 34,000 pounds per tandem, 40,000 pounds per tandem on interstate highways, 80,000 pounds overall providing five axles, distance between axles 51 feet and over

Max. Legal Width: 8 feet, except on interstate highways and designated highways with 8 1/2 feet.

Safety Inspection: AL does not have an inspection law, but cities have the right to have local inspection laws.

Helmets Required: Yes

Safety Belts Required: Yes

Child Restraints Required: Yes – Children (3) three years and younger are required to be in a federally approved child restraint seat, ages (4) four and (5) five may be secured by a seat belt or safety seat. NHTSA recommends all children from 40 to 80 pounds and less than 4 foot 9 inches be properly restrained in a booster seat.
